FDA debates over-the-counter morning-after pill (AP)

WASHINGTON ? The government is considering whether it's OK for young teenagers to buy emergency contraception without a prescription.

Teva Pharmaceuticals wants its Plan B morning-after pill to become the first truly over-the-counter form of emergency contraception. The pill can prevent pregnancy if taken soon after unprotected sex. Currently, women 17 and older can buy it without a prescription if they show a pharmacist proof of age. Younger teens need a prescription.

Doctors' and women's health groups have long argued that the pill is safe even for younger teens and that lifting the age restriction would increase access for everyone. If the Food and Drug Administration agrees, Plan B One-Step could be moved from behind the counter to sell on drugstore shelves. Teva was expecting a decision on Wednesday.

Wiz Khalifa And Snoop Dogg's 'Mac & Devin' Jams NY

Never mind that there's almost a 20-year age difference between Wiz Khalifa and his big homey Snoop Dogg: On Monday night, the smoked-out duo stood on equal ground for the first time, as co-headliners at New York City's Terminal 5.

The Cali rap vet and MTV News' Hottest Breakthrough MC of 2010 were in the Big Apple to promote the soundtrack, set for release December 13, to their upcoming film, "Mac & Devin Go to High School."

After openers Chevy Woods and YG warmed up the crowd, Snoop walked out to his 2009 single "I Wanna Rock." Dressed in all black, with black shades and two braids in his hair, Tha Doggfather shuffled across the stage flanked by three curvaceous female dancers, who started out in Adidas tracksuits but had stripped down to skimpy lingerie by the time Snoop performed Akon's uncensored "I Wanna F--- You," three-quarters of the way through his set.

Snoop's half-hour solo portion of the show was filled with classics like Dr. Dre's "Nuthin' but a 'G' Thang" and "Next Episode" as well as his own "Bitch Please" and "Who Am I? (What's My Name?)"

Wiz emerged later to perform his newer rap favorites. Starting with "Cabin Fever," Khalifa bounced across the stage chanting, "If you see her, point her out," acknowledging all the "bad bitches" in the crowd. Most of Wiz's performance was centered around mixtape material. The Taylors gave overwhelming approval and applause as Cap ran through "Gang Bang" and Kush & Orange Juice faves "Never Been" and "In the Cut."

A brief intermission followed, during which scenes from "Mac & Devin Go to High School" played on the venue's big screen. Snoop and Wiz then returned, this time together, performing in tandem and passing joints to and fro. First up was "That Good," the initial collaborative "Mac & Devin" leak, on which Snoop dubs the stoner duo "the new Cheech and Chong." From there, the Dogg launched into his classic "Gin & Juice" while Khalifa served up some ad-libs.

Wiz encouraged his young Taylors to show the elder Snoop love, while the Dogg asked the crowd to congratulate the Pittsburgh breakout on his recent Grammy nomination for Best Rap Performance, and the audience happily obliged both requests.

Though the two rocked solo songs like "Drop It Like It's Hot" and "On My Level," by the time Snoop Dogg and Wiz Khalifa reached the show-closing "Young, Wild & Free," their onstage chemistry was undeniable. Though there are a number of years between the two MCs, the duo proved that when it comes to rocking crowds, age ain't nothing but a number.

The second-longest serving president of Mount St. Joseph High School in Baltimore has died.Brother James Kelly died early Saturday at his order's residence in Irvington, according to Xaverian Brothers officials.Kelly suffered from prostate cancer. He was 64 years old.Born in Worcester, Mass., Kelly joined the Xaverian Brothers in July 1965 and professed his vows as a Brother on Sept. 8, 1967. He graduated from the Catholic University of America. He also received graduate degrees from Wesleyan University and St. Joseph College.Kelly served as principal of Xavier High School in Middletown, Conn., and president of St. Xavier High School in Louisville, Ky., before coming to to Mount St. Joseph's in 2001.A wake and viewing is scheduled to take place at the Mount St. Joseph Chapel from 3 until 8 p.m. on Monday. Students will have an opportunity to pay respects during the school day.A funeral Mass is scheduled to take place at the Cathedral of Mary, Our Queen, at 10:30 a.m. on Tuesday. Students are to report to school at regular time and will be taken to the Mass via bus.Kelly is survived by his sister, Pat, and his Xaverian Brothers.In lieu of flowers, donations can be made to Mount St. Joseph High School at 4403 Frederick Ave., Baltimore, MD, 21229.

    Mayans never predicted world to end in 2012: experts

    PALENQUE, Mexico (Reuters) - If you are worried the world will end next year based on the Mayan calendar, relax: the end of time is still far off.

    So say Mayan experts who want to dispel any belief that the ancient Mayans predicted a world apocalypse next year.

    The Mayan calendar marks the end of a 5,126 year old cycle around December 12, 2012 which should bring the return of Bolon Yokte, a Mayan god associated with war and creation.

    Author Jose Arguelles called the date "the ending of time as we know it" in a 1987 book that spawned an army of Mayan theorists, whose speculations on a cataclysmic end abound online. But specialists meeting at this ancient Mayan city in southern Mexico say it merely marks the termination of one period of creation and the beginning of another.

    "We have to be clear about this. There is no prophecy for 2012," said Erik Velasquez, an etchings specialist at the National Autonomous University of Mexico (UNAM). "It's a marketing fallacy."

    The National Institute of Anthropological History in Mexico has been trying to quell the barrage of forecasters predicting the apocalypse. "The West's messianic thinking has distorted the world view of ancient civilizations like the Mayans," the institute said in a statement.

    In the Mayan calendar, the long calendar count begins in 3,114 BC and is divided into roughly 394-year periods called Baktuns. Mayans held the number 13 sacred and the 13th Baktun ends next year.

    Sven Gronemeyer, a researcher of Mayan codes from La Trobe University in Australia, who has been trying to decode the calendar, said the so-called end day reflects a transition from one era to the next in which Bolon Yokte returns.

    "Because Bolon Yokte was already present at the day of creation ... it just seemed natural for the Mayan that Bolon Yokte will again be present," he said.

    Of the approximately 15,000 registered glyphic texts found in different parts of what was then the Mayan empire, only two mention 2012, the Institute said.

    "The Maya did not think about humanity, global warming or predict the poles would fuse together," said Alfonso Ladena, a professor from the Complutense University of Madrid. "We project our worries on them."

    Lawsuit: Hershey school rejects HIV-positive boy

    (AP) ? A private boarding school connected with the Hershey chocolate company says it was trying to protect other students when it denied admission to a Philadelphia-area teenager because he is HIV-positive.

    The AIDS Law Project of Pennsylvania filed a lawsuit on behalf of the unidentified boy in U.S. District Court in Philadelphia on Wednesday, claiming the Milton Hershey School for disadvantaged students violated the Americans with Disabilities Act.

    School officials acknowledged that the 13-year-old boy was denied admission because of his medical condition. They said they believed it was necessary to protect the health and safety of the 1,850 others enrolled in the residential institution, which serves children in pre-kindergarten to 12th grade and where students live in homes with 10 to 12 others.

    "In order to protect our children in this unique environment, we cannot accommodate the needs of students with chronic communicable diseases that pose a direct threat to the health and safety of others," the school said in a statement Wednesday.

    Such restrictions are not limited to HIV, school spokeswoman Connie McNamara said Thursday.

    Attorney Ronda Goldfein says her client requires no special accommodations. He is an honor-roll student and athlete who controls his HIV with medication that does not affect his school schedule, she said.

    "This young man is a motivated, intelligent kid who poses no health risk to other students but is being denied an educational opportunity because of ignorance and fear about HIV and AIDS," Goldfein said.

    School officials said they were preparing to seek a declaratory judgment from the U.S. District Court for the Middle District of Pennsylvania on legal issues surrounding the case when the AIDS Law Project "took the adversarial action of filing a lawsuit."

    Goldfein said Thursday she was not aware that the school was contemplating such a court filing, but said action is needed because one-third of the school year is already over.

    "The sooner we can get this matter resolved and get my student into an appropriate academic setting, the better," she said.

    Congress amended the Americans with Disabilities Act in 2008 to reaffirm that HIV is a qualified disability entitled to accommodation by public and private schools, a lawyer at the New York City-based Center for HIV Law and Policy said.

    Beirne Roose-Snyder, the group's managing attorney, said discrimination against people with HIV remains "rampant," even though the Centers for Disease Control and Prevention has said for years that the virus is not transmitted through casual contact. Fewer cases are going to trial, she said.

    The school's statement "shows a real lack of understanding of the real threat of HIV," Roose-Snyder said.

    Goldfein said the HIV discrimination cases she has seen in recent years usually boil down to one person's word against another.

    "The reality is, people don't usually admit it like this," she said Thursday.

    Founded in 1909 by chocolate maker Milton Hershey, the school educates low-income and socially disadvantaged students for free. It is financed by the Milton Hershey School Trust, which also holds the controlling interest in The Hershey Co.

    George Michael 'improving,' say doctors

    British singer George Michael's health is improving, doctors treating him in Vienna for pneumonia said in a statement Wednesday.

    The 48-year-old former Wham! frontman was hospitalized in the Austrian capital and diagnosed with severe pneumonia, forcing him to cancel the remainder of his European tour.

    "The latest development in Mr. Michael's case ? which has evolved from a severe pneumococcal infection ? necessitated intensive care due to its severity and extension," said professors Gottfried Locker and Christoph Zielinski.

    "We are happy to announce that Mr. Michael is improving steadily with an impressive regression of pneumonic symptoms and follows a steady rate of improvement as hoped.

    "As we said previously, complete rest and peace and quiet are mandatory."

    The doctors also appeared to address speculation in the British tabloid press that Michael was suffering further, potentially serious health complications and that he was receiving state-of-the-art treatment during his stay at the Vienna General Hospital.

    "There are no other health issues with regards to the patient other than the underlying pneumonic disorder, and no further measures had to be taken," they said.

    "Michael is receiving precisely the same treatment as any ordinary patient in Austria would receive at the hospital for this disease."

    The Grammy award-winning singer found fame in the 1980s with Wham! before going on to pursue a successful solo career. He has sold an estimated 100 million records and has a personal fortune estimated at 90 million pounds ($140 million).

    "Serious abuses" in Myanmar despite reforms: group (Reuters)

    BANGKOK (Reuters) ? Myanmar soldiers are committing serious human rights abuses including extra-judicial killing and rape in a campaign against guerrillas in the north of the country despite reforms aimed at ending harsh military rule, a relief group said Monday.

    The abuses could amount to war crimes and Hillary Clinton should bring up the issue in talks this week when she becomes the first U.S. secretary of state to visit Myanmar in five decades, the group Partners Relief and Development said.

    Representatives of the aid group visited Kachin state in the far north of Myanmar, also known as Burma, where in June fighting broke out when a 17-year-old ceasefire with the Kachin Independence Organization (KIO) guerrilla group broke down.

    "While the political situation in lowland Burma is being interpreted as a major breakthrough, the situation for millions in the ethnic areas is worse than it's been in two decades," the group's co-founder, Oddny Gumaer, told a news conference in Bangkok.

    "I would want Hillary Clinton to bring this up."

    Ethnic minority guerrillas have been fighting for self-rule in Myanmar since shortly after independence from Britain in 1948. For decades, the military justified its tight grip on power by citing the fear the country might break apart.

    The military officially stepped back from its leadership role after an election a year ago. A civilian government which took over in March, though dominated by retired military men, has introduced a string of reforms.

    Clinton's three-day visit beginning Wednesday marks international recognition of the changes by a long-isolated country keen to reduce reliance on China and end Western sanctions imposed because of rights abuses and suppression of democracy.

    But a member of the aid group who made an unofficial fact-finding visit to Kachin state last month said there was no sign of reform in the conflict zone, where about 30,000 people have been displaced by the fighting.

    "The situation is dire and they are in need of immediate assistance," group member Bryan Erikson told the news conference, referring to civilians in the area.

    "There's very little sign of improvement and the expectation of future hostility is high," said Erikson, the author of a report on the situation in the area drawn from interviews with at least 200 people affected by the conflict.

    MINORITY RIGHTS

    Hkawng Seng Pan of the Thailand-based Kachin Women's Association said her group had evidence of 32 cases of rape by government soldiers in the recent conflict and some of the victims had been killed.

    "When we say 'reform in Burma', or 'reconciliation in Burma', we cannot separate democracy from ethnic rights," she said.

    The Myanmar army dismisses accusations of rape and other human rights abuses by its soldiers.

    The civilian government, led by President Thein Sein, says it wants to end the country's minority conflicts and has reached out to guerrilla factions, including the KIO.

    A KIO representative, James Lum Dau, said more talks were due Tuesday in a Chinese border town. He said the Myanmar army should pull out of the Kachin areas they had moved into since the ceasefire broke down in June.

    "Then automatically there will be a ceasefire then we can talk about politics," Lum Dau told Reuters.

    About a third of Myanmar's estimated 50 million people are members of ethnic minorities, such as the Kachin, who have traditionally inhabited the hills above the central Irrawaddy river basin.

    Many Kachin converted to Christianity during colonial rule and Kachin fighters helped British and U.S. forces fighting the Japanese army during the Second World War.

    The Kachin guerrilla force went to war against the central government demanding autonomy soon after the military seized power in an 1962 coup. The ceasefire broke down this year after the army ordered the KIO, and other minority forces, to fold their men into a government border security force.
