Study shows rapid warming on the West Antarctic ice sheet

Dec. 23, 2012 ? In a discovery that raises further concerns about the future contribution of Antarctica to sea level rise, a new study finds that the western part of the ice sheet is experiencing nearly twice as much warming as previously thought.

The temperature record from Byrd Station, a scientific outpost in the center of the West Antarctic Ice Sheet (WAIS), demonstrates a marked increase of 4.3 degrees Fahrenheit (2.4 degrees Celsius) in average annual temperature since 1958 -- that is, three times faster than the average temperature rise around the globe.

This temperature increase is nearly double what previous research has suggested, and reveals -- for the first time -- warming trends during the summer months of the Southern Hemisphere (December through February), said David Bromwich, professor of geography at Ohio State University and senior research scientist at the Byrd Polar Research Center.

The findings were published online this week in the journal Nature Geoscience.

"Our record suggests that continued summer warming in West Antarctica could upset the surface mass balance of the ice sheet, so that the region could make an even bigger contribution to sea level rise than it already does," said Bromwich.

"Even without generating significant mass loss directly, surface melting on the WAIS could contribute to sea level indirectly, by weakening the West Antarctic ice shelves that restrain the region's natural ice flow into the ocean."

Andrew Monaghan, study co-author and scientist at the National Center for Atmospheric Research (NCAR), said that these findings place West Antarctica among the fastest-warming regions on Earth.

"We've already seen enhanced surface melting contribute to the breakup of the Antarctic's Larsen B Ice Shelf, where glaciers at the edge discharged massive sections of ice into the ocean that contributed to sea level rise," Monaghan said. "The stakes would be much higher if a similar event occurred to an ice shelf restraining one of the enormous WAIS glaciers."

Researchers consider the WAIS especially sensitive to climate change, explained Ohio State University doctoral student Julien Nicolas. Since the base of the ice sheet rests below sea level, it is vulnerable to direct contact with warm ocean water. Its melting currently contributes 0.3 mm to sea level rise each year -- second to Greenland, whose contribution to sea level rise has been estimated as high as 0.7 mm per year.

Due to its location some 700 miles from the South Pole and near the center of the WAIS, Byrd Station is an important indicator of climate change throughout the region.

In the past, researchers haven't been able to make much use of the Byrd Station measurements because the data was incomplete; nearly one third of the temperature observations were missing for the time period of the study. Since its establishment in 1957, the station hasn't always been occupied. A year-round automated station was installed in 1980, but it has experienced frequent power outages, especially during the long polar night, when its solar panels can't recharge.

Bromwich and two of his graduate students, along with colleagues from NCAR and the University of Wisconsin-Madison, corrected the past Byrd temperature measurements and used corrected data from a computer atmospheric model and a numerical analysis method to fill in the missing observations.

Aside from offering a more complete picture of warming in West Antarctica, the study suggests that if this warming trend continues, melting will become more extensive in the region in the future, Bromwich said.

While the researchers work to fully understand the cause of the summer warming at Byrd Station, the next step is clear, he added.

"West Antarctica is one of the most rapidly changing regions on Earth, but it is also one of the least known," he said. "Our study underscores the need for a reliable network of meteorological observations throughout West Antarctica, so that we can know what is happening -- and why -- with more certainty."

The Yersinia survival strategy against the programmed death that could kill it and its host cell may offer ideas for vaccine development, Cookson said. At present, no vaccine exists against the plague. Yesinia is of concern as a potential biological warfare pathogen because it can be aerosolized and unsuspectingly breathed into the lungs. Vaccines are being sought to offer widespread public safety, as are methods for enhancing people's overall infection-fighting capacity.

Yersinia's techniques for modulating an inflammatory response also offer scientists an overarching perspective on a fundamental aspect of a variety of important diseases.

"Many medical problems stem from too much or too little inflammatory reaction," Cookson said. People who launch an insufficient inflammatory response, or whose inflammatory response is suppressed by medications, are prone to viral, bacterial and fungal infections.

"On the other hand, excessive or improperly regulated inflammatory responses are responsible for a large number of chronic conditions," Cookson said. These include vascular flare-ups leading to stroke or heart attack, and autoimmune diseases, among them lupus, juvenile diabetes, ulcerative colitis and myasthenia gravis. Severe injury also can promote life-threatening lung inflammation.

Additionally, plague isn't the only pathogen to enhance its virulence by sidestepping the inflammatory cell death program. Several other dangerous germs do the same, but in different ways.

According to the researchers, the Yop M-mediated inhibition of caspase-1 is required for Yersinia to subvert immune signaling, delay inflammation and provoke severe illness. Its dual mechanism for blocking inflammatory cell death, by blocking enzymatic activity and inflammasome maturation, is distinctive.

(AP) ? Candidates are making final impassioned appeals to voters before parliamentary elections Sunday that are likely to hand power back to a conservative party that ruled Japan for most of the post-war era.

Polls suggest that voters will dump the ruling Democratic Party of Japan three years after it swept to power and give the most seats in the 480-member lower chamber to the opposition Liberal Democratic Party, which ruled Japan for decades.

That would give the hawkish Shinzo Abe, who was prime minister from 2006-2007, the top job again ? raising concerns about ties with rival China amid a territorial dispute.

But the emergence of several new parties has confused some voters, and polls show that about 40 percent of people are yet undecided.

Cardio | Cardio Tennis Combines Best Aspects Of Aerobic Workout ...

Dr. Peter Brown has been playing tennis for more than 40 years, but a relatively new workout regime has helped him kill two birds with one stone.

Cardio tennis, a high-energy fitness activity that combines the features of a tennis drill with full-body cardiovascular exercise and music, allows him to vary his workouts and improve his game.

?[It] is the single best exercise hour for a tennis player that you can get,? says Brown, 62, a Signal Mountain resident who participates in a class twice a week at Manker Patten Tennis Club.

In a cardio tennis workout, which involve classes of six to eight people, most women burn 300 to 500 calories per hour and men burn between 500 to 1,000, according to cardiotennis.com.

Ned Caswell, the head tennis professional at Manker Patten, says the workout is ?not brand new? but became more popular in the last few years after the United States Tennis Association began pushing it.

Tennis, he says, has long been known as a ?quiet, buttoned-up sport,? but a new generation is coming into tennis for exercise first. And most exercise fanatics ?are people who don?t get a chance to compete,? he says.

Caswell says he was skeptical at first, believing playing music and playing tennis did not go together.

?But when you?re playing music,? he says, ?it?s gets you going and makes it more fun. It ticks up the energy level.?

What also separates the workout from tennis, Caswell says, is that players of different abilities can participate together.

While that?s not the norm in game play, he says, ?the beauty of cardio tennis is you can have a pro player doing drills with pretty much a beginning- or moderate-level player.?

Workout leaders put their spins on the classes, with ladders, props, jump ropes and such, Caswell says, and some leaders are more difficult than others.

But ?they?re all a big workout compared to a normal tennis clinic,? he says.

Brown says the workouts have helped him with his footwork and with maintaining his technique in longer tennis rallies when more running is involved.

For many years, ?I used to play tennis to exercise,? he says. ?Now I find I have to exercise to play tennis.?

Unlike Brown, Tonja Perkins, 40, of Chattanooga didn?t get into tennis until about eight years ago and started seriously improving her game a few years ago. A self-confessed ?workout junkie,? she has replaced several traditional cardio workouts with cardio tennis.

?The time goes by a lot faster,? she says. ?It?s a distraction, and there?s the fun factor. It?s a good cardio workout, and it?s never exactly the same. Every instruction has their own exercises or format.?

Perkins, who normally takes two classes a week, says the drills allow participants to hit a lot of balls, a practice essential for improvement, and practice their swing and technique.

?It?s all of that rolled into one,? she says.

Manker Patten offers eight to 10 hour-long, coed classes weekly, according to Caswell. Classes are $15 each, racquets are available if needed, participants don?t have to be club members and no commitment term is required.

Players of any ability can participate, he says, and the classes are generally geared toward the fitness level of the majority of participants.

Cardio tennis, in fact, has become a good introduction to the sport for some people, Caswell says.

?It?s not a stressful environment but a fun exercise environment,? he says. ?It?s causing tennis to grow. It?s an [entry point] that is less intimidating and more about fun.?

The 5 Factors That Most Influence Your Sender Reputation

It?s the holiday season, which means you?re busy crafting the perfect emails in hopes to drive up sales.

But what if your emails don?t make it to the inbox? Deliverability concerns often get pushed aside, but Return Path reported that 20% of legitimate, non-spam emails will never reach the inbox.

You want to avoid being in that 20%. According to Return Path, you hold a lot of power needed to control that, as most deliverability problems are based on sender reputation. We?ll look at the five main factors that affect reputation and what you can do to help yourself.

1. The Number of Your Recipients

You won?t be surprised to hear that spammers send emails in high numbers. Internet Service Providers (ISPs) flag large volume sends because of this, making it harder for businesses to get through.

Not only will you be flagged by the subscriber?s ISP, your own ISP may flag you for violating send limits. As of November 2012, Here are the limits listed for a few of them:

  • GoDaddy ? 100 emails/day
  • Gmail ? 500 emails/day
  • Comcast ? 1000 emails/day

This one is a pretty easy fix: use an email marketing service provider (ESP) such as AWeber. One thing that ESPs do is ensure that you can send all the emails you need to without it hurting your sender reputation. You won?t be able to go from 0 to 50,000 in one day, but you will be able to gradually build your list up to however many subscribers you wish to send to.

2. How Many People Complain

You?ve all probably noticed, and even used, the little button in your inbox that lets you mark an email as ?Spam? or ?Junk.? It deletes the emails while making sure other emails from that sender don?t end up in your inbox again. But you may not realize all that goes on in the background. The sender?s ESP will note that you have clicked this button and report it, and ISPs keep track of the information for deciding where to place emails from that sender in other people?s inboxes.

If a lot of people are complaining about your emails, that indicates something is wrong. If you use an ESP, you can see how many complaints an email got. Subscribers who complained will also be unsubscribed from your list so they can?t do it again.

But what an ESP can?t fix is WHY the subscriber complained, which is up to you. So what can you do?

  • Make sure you set proper expectations ? you should be upfront about what you?re going to send to subscribers. The sign up form, thank you pages and welcome email are all excellent opportunities to discuss your content and frequency.
  • Send only relevant content ? if you tell them you?re going to send them gluten free recipes, don?t throw in an email about your soap products. You may want to mention other aspects of your business in a side box in one of your regular emails, but it should never replace the content subscribers are expecting.
  • Have subscribers confirm to be added to your list- The best way you?ll be able to make sure you have legitimate, interested subscribers is if you have them click a link to confirm they want to be on your list. You won?t get 100% of the email addresses submitted to confirm, but you will eliminate invalid emails and people signing up solely for an incentive or bonus gift.
  • Make it easy to unsubscribe ? Make sure the option to unsubscribe is easily visible for the subscriber. ESPs will automatically add an unsubscribe link on the bottom of your email, but you can make it even easier by including one at the top as well. If subscribers aren?t sure how to unsubscribe, they?re most likely going to mark your message as spam instead. While this will end your emails to them, it also impairs your emails getting to other subscribers who are still interested.

Taking these steps will reduce the likelihood of complaints.

3. Spam Trap Email Addresses

ISPs will set up decoy email addresses to act as traps for spammers. These email addresses are never published or shared anywhere. Spammers obtain these addresses by data harvesting and selling to others. If you?re emailing to one of these ?trap emails,? it indicates you aren?t properly managing your list.

If you have purchased a list, you?re in greater danger. Purchased lists also often contain inactive, useless email addresses that will only slow you down by causing bounces, which we?ll talk about soon.

Here are other ways to avoid getting spam trap emails:

  • Only add subscribers who have specifically requested to receive your emails ? if you?re not sure how you got an email address, don?t add it to your list.
  • Direct people to sign up on your web form ? you can do this by handing out a card with a short URL for people to visit or use an app such as OnSpot Social.
  • Monitor your list and remove inactive subscribers ? most ESPs allow you to see who?s opening your messages and who?s not. You can routinely go through and delete subscribers who haven?t opened in 3 months, 6 months or whatever you feel comfortable with.
  • Use confirmed opt-in ? again, the easiest way to ensure it?s a good email address.

Note that the problem with spam traps is not that you need to learn how to identify and remove them from your list, but rather you should be obtaining email addresses from people who specifically request to be added? and spam traps don?t belong to people.

4. High Bounce Rate

There are two types of bounces that can occur:

  • Soft bounce: The email can?t be delivered due to a temporary issue such as a full inbox.
  • Hard bounce: The email can?t be delivered due to a permanent issue such as a closed account.

ISPs are most concerned with hard bounces. This is similar to the spam trap problem, only these email addresses aren?t tools the ISPs are using.

Because of the similarity to spam traps, you should follow the same steps to avoid having a high bounce rate. An ESP will unsubscribe bounced email addresses for you, but even having one email come back with a lot of bounces can negatively affect your deliverability.

5. Are You Who You Say You Are?

Email authentication acts like a signature on a credit card receipt ? it verifies your identity and allows you to claim responsibility for the mailing. Spammers often try to forge their email ?signatures,? and authentication helps to prevent that and tells the ISP that you really are the sender you?re claiming to be.

You should pay special attention to Sender Policy Framework, or SPF. You can edit your domain?s SPF record via your web host. Sender ID and DomainKeys Identified Mail are also important for authentication.

Some email service providers do the authentication for you. If you use AWeber, no need to worry as AWeber authenticates via all three methods above.

Venezuela's Chavez in delicate state after surgery

CARACAS (Reuters) - Venezuelan President Hugo Chavez is in delicate condition after his latest surgery for cancer, the government said on Wednesday in a somber assessment that may indicate an end to his 14-year leadership of the South American OPEC nation.

Looking grave-faced in an address to the nation the day after Chavez's six-hour operation in Cuba, Vice President Nicolas Maduro urged Venezuelans to unite in prayer for the 58-year-old president and keep faith he would return soon.

"Yesterday's operation was complex, difficult and delicate, so the post-operation process will also be a complex and tough process," Maduro said, flanked by ministers who flew in to Caracas overnight after accompanying Chavez in Cuba.

Maduro spoke of "difficult" times ahead.

Chavez's downturn opens gaping uncertainty about the future of his self-styled socialist revolution in a nation of 29 million people with the world's largest oil reserves.

A frequent critic of the United States, Chavez has spearheaded a resurgence of the left in Latin America, galvanized a global "anti-imperialist" alliance from Iran to Belarus and led a decade-long push by developing nations for greater control over natural resources.

A close ally, Ecuador's President Rafael Correa, sought to put a more positive spin on the news, telling reporters in Quito that Chavez was doing all right.

"He is fine, even though the surgery was complex," Correa said, but he added that the future was not certain.

"If the gravity of his illness meant he could not continue to lead Venezuela, the revolutions must continue, in Venezuela, in Ecuador, in Argentina, in Bolivia."

At home, Chavez has won cult-like status among the poor with his charisma and oil-financed largesse from health clinics to free homes. But he has alienated business with frequent nationalizations and angered many Venezuelans by putting ideological crusades over basic services.

Maduro, whom Chavez has named as a preferred successor should he be incapacitated, offered no medical details but urged Venezuelans to stay hopeful.

PRAYER VIGILS

Supporters have been holding prayer vigils, while opponents also sent Chavez best wishes for a successful recovery. Senior government ministers and military commanders attended a Mass to pray for Chavez's health, which was broadcast live on state TV.

"He is fighting for life," the head of the National Assembly, Diosdado Cabello, told the congregation.

In a plaza near the center of Caracas, neighbors came to write well wishes for Chavez on a white cloth. But government officials appeared to be cautiously preparing the president's supporters for the worst.

Information Minister Ernesto Villegas said in a statement that Venezuelans should view Chavez's situation like that of an ill relative and have faith that he will return.

"If he doesn't, our people should be ready to understand. It would be irresponsible to hide the delicate nature of the moment we are currently living," he wrote.

One government source said Chavez was in critical condition early on Wednesday, but since then his vital signs had improved.

State media showed hours of homages to the president, and of rank-and-file supporters around the country gushing with admiration. "He is a second Jesus Christ," one woman beamed.

The stakes also are enormous for allies around Latin America and the Caribbean who rely on generous oil subsidies and other aid from Chavez. President Raul Castro's communist government in Cuba is particularly vulnerable because of its dependence on more than 100,000 barrels of oil per day from Venezuela.

Wall Street investors are also watching closely in the hope that Chavez's intransigent socialism will give way to a more market-friendly administration.

Venezuela's global bonds, which usually rise on bad news about Chavez's health, saw a muted reaction on Wednesday.

The operation was Chavez's fourth in Havana since mid-2011 for a recurring cancer in the pelvic region.

Opposition leaders have criticized the government for lack of transparency, pointing out that other Latin American leaders provided detailed reports of both diagnoses and treatments.

The president is due to start a new, six-year term on January 10 after his October re-election.

REGIONAL ELECTIONS LOOM

The Chavez health saga has eclipsed the buildup to regional elections on Sunday that will be an important test of political forces in Venezuela at such a pivotal moment.

Of most interest in the 23 state elections is opposition leader Henrique Capriles' bid to retain the Miranda governorship against a challenge from former Vice President Elias Jaua.

Polls have been mixed with one showing Capriles way ahead and another giving Jaua a 5 percentage point lead.

Capriles must win if he is to retain credibility and be the opposition's presidential candidate-in-waiting should Chavez's cancer force a new election. Even though it may be premature, many Venezuelans already are asking themselves what a Capriles versus Maduro presidential election would be like.

Capriles, who favors a Brazilian-style government promoting open markets with firm welfare safeguards, won 44 percent in the election, a record 6.5 million votes for the opposition.

Although past polls have shown Capriles more popular than all of Chavez's allies, that would not necessarily be the case against a Maduro candidacy imbued with Chavez's personal blessing and with the power of the Socialist Party behind him.

"Capriles is probably the only potential opposition candidate with sufficient national presence, name recognition and organization to defeat a sympathy-buoyed Nicolas Maduro in a short campaign," Credit Suisse said in a research note.

California man accused of plotting al Qaeda support faces hearing

LOS ANGELES (Reuters) - Lawyers for a Southern California man arrested in Afghanistan on charges he plotted to help al Qaeda militants say he was severely beaten when captured, and they are expected to raise questions about his injuries at a hearing set for Tuesday.

The defendant, U.S. Army veteran Sohiel Omar Kabir, 35, suffered a fractured facial bone, lacerations to his face and head and an eye injury from the beating, his attorneys said in an eight-page memorandum filed in federal court last week.

As a result, Kabir was left with memory problems, difficulty keeping his balance and vision problems, the memo said. Kabir already suffered from epilepsy and had medical problems resulting from an automobile accident.

His lawyers cited his injuries and other medical issues in requesting that Kabir be released from jail and placed under pretrial supervision, including electronic monitoring, while restricted to his parents' home in Southern California.

A detention hearing was scheduled for Tuesday morning before a federal judge in Riverside, east of Los Angeles.

Kabir has been in federal detention since he was returned to the Los Angeles area from Afghanistan on December 3, U.S. authorities say.

He was captured on November 17 in Afghanistan under a U.S. criminal warrant charging him with conspiracy to provide material support to terrorists, a federal offense that carries a maximum penalty of 15 years in prison.

A criminal complaint in the case accuses Kabir of recruiting two younger men, Ralph Deleon, 23, and Miguel Alejandro Santana Vidriales, 21, to join him for training with al Qaeda and Taliban militants in Afghanistan. Deleon and Santana are alleged to have enlisted a third man, Arifeen David Gojali, 21, in the plot.

FBI SAYS SUICIDE BOMB MISSION SCRUBBED

The three co-defendants, all residents of communities east of Los Angeles, were arrested together in Chino, California, on November 16, two days before the FBI says they had planned to fly from Mexico to Turkey en route to join Kabir.

They, too, are charged with conspiring to support terrorists. All four are accused of taking part in various activities intended as preparation for deadly attacks on Americans overseas, including U.S. military personnel.

According to the FBI, Kabir told at least one of his co-defendants he had planned to go on a suicide bombing mission without them, before they were due to arrive, but canceled because he got sick. No target of the aborted bomb mission has been specified.

The government's case, as outlined in the FBI complaint, rests largely on conversations recorded or related second-hand by a paid FBI informant previously convicted of drug trafficking, a point seized on by defense lawyers.

Defense attorney Jeffrey Aaron told Reuters on Monday he believes his client was captured in a "snatch-and-grab raid" by U.S. and Afghan forces from his aunt's home in Afghanistan, where Kabir was living while studying Arabic at a mosque.

A U.S. Defense Department spokesman, Lieutenant Colonel Todd Breasseale, said in an email message to Reuters that Kabir was captured in a raid by Afghan forces, who turned him over to the U.S. military.

FBI spokeswoman Laura Eimiller quoted military officials as saying Kabir had sustained "combat-related injuries" during his capture. Aaron disputed this assertion, saying Kabir had "never been in combat."

According to the FBI, Kabir is a naturalized U.S. citizen who was born in Afghanistan and had lived in the Los Angeles suburb of Pomona before going abroad in late 2011, first to Germany and then on to his native country.

There's so much data that we're running out of words to describe it

The world is producing and storing data at such a rate that the day isn't far off when we will literally no longer have a proper way of describing it. From mega to giga to tera to peta, the prefixes we use to describe piles of bytes are starting to run out.

It seems like every year we end up having to change the go-to word meaning "lots of data." It wasn't long ago that a gigabyte was an enormous amount of space to have on your computer, and terabytes were strictly for scientists and companies like IBM.

Nowadays, a terabyte (or several) is standard?for personal use, and petabytes are what we talk about when we have to make a point about the data stored by Facebook and Google. And soon those terms won't seem so big, either, as we move on to exabytes.

The problem is?that after exabytes, we have zettabytes, and then yottabytes, and then ? nothing. Zetta and yotta (and their submultiple counterparts, zepto and yocto) are the most extreme numerical prefixes we have. They were made official?in 1991 at the 19th General Conference of Weights and Measures. Evidently?they didn't foresee the need to describe anything with a greater multiple than yotta, or 1,000,000,000,000,000,000,000,000.

Indeed, yotta-anything sounds like it should be enough. The diameter of the observable universe would be approximately just 880 yottameters, points out Jessica Leber at MIT's Technology Review ? meaning if there were a bigger prefix?than yotta, the entire universe would fit inside one of them.

But the International Bureau of Weights and Measures neglected to consider the needs created by the?exponential increase in data storage. Individual hard drives hold terabytes; a rack of servers might have a few hundred drives, and a data?center could have hundreds or thousands of racks.

We're already well into petabyte territory ? in fact,?Facebook claimed to store around 100 petabytes earlier this year. Add in all the datacenters belonging to Google, Flickr, Apple, and everything else, and exabytes are very much in play.

And that's just the data we've stored; We also have to consider the enormous amount of data being transferred every day on YouTube, Netflix, DropBox, and others involved with "Big Data."

Admittedly, you can always resort to one of the many actual numbers that stretch far beyond the prefix scale: A yottabyte is a septillion bytes, so if you want more, just say octillion, or nonillion, or quattuordecillion. These "dictionary numbers" can be created endlessly by combining Latin prefixes. But giga,?tera, and whatever comes after yotta have to be decided on by the Bureau.

What are they likely to choose, should they convene for a 20th General Conference?

The prefixes so far have been linguistically-neutral (i.e. able to be pronounced by speakers of many languages) variants on Greek and Latin prefixes denoting various sizes and?numbers. Peta, for instance, which indicates 10^15 or?five sets of three zeroes, comes from the Greek word for five:??????, or pente. Zetta and yotta were based loosely?on the Latin "septem" and "octem" respectively.

Speculators on the web suggest the next prefix will be "xenna," after the Greek "ennea" for nine, though they could also go with "nonna," "enna," or any other variation suggestive of the Greek or Latin. After that, even the speculators aren't really sure.

The problem is real, but not exactly pressing. Scientists and data specialists will make do with temporary or arbitrary terms (UC Davis students suggested "hellabytes") until the Bureau meets. And, of course, just because we don't have a word for these amounts doesn't mean we can't reach them.

Michigan Tackles Right-to-Work, Education, and Emergency Managers

The Michigan state legislature is currently in the middle of a lame duck session that will last through the end of the year. Much of the political agenda that is likely to define 2013 has already been set, however, with the Republican majority pushing controversial legislation regarding right-to-work, a proposed overhaul to the state's education system, and the follow-up to the repealed Public Act 4 (P.A. 4), Michigan's attempt at a new emergency financial manager law.

Right-to-work

Gov. Rick Snyder had in the past repeatedly said that he had no interest in pursuing right-to-work legislation. But in the elections Nov. 6, voters shot down Proposal 2, an amendment that would have enshrined the right of Michigan workers to unionize in the state's constitution.

Last Thursday, Republicans introduced right-to-work bills in both chambers of the state Legislature, igniting a huge controversy and a public outcry. While the legislation itself may pass this coming Tuesday, expect the issues to be ongoing, as Democrats and union leaders have told the Associated Press and other outlets that they will continue their opposition.

Overhaul of Michigan's Education System

On Nov. 19, the Oxford Foundation provided Snyder with a proposal to dramatically change the way that Michigan's public schools are funded. Dubbed the Michigan Public Education Finance Act of 2013, it aims to replace the existing School Aid Act of 1979.

Among the measures that the act proposes are an increase in online options and funding, performance-based funding for all courses, the use of an "Average Daily Membership" system rather than the traditional twice-yearly "Count Day," and removal of "district ownership" of a student and the funding to educate them. Last week, Michigan Radio reported that Republicans are "committed to passing an overhaul to public education" before the end of 2012, but this issue is likely to overlap into the new year.

P.A. 4's Successor

After the Nov. 6 elections, Snyder told MLive and other media outlets that he was "disappointed" with the decision of the state's voters to shoot down P.A. 4, the new emergency financial manager law that he had signed in 2011, and that he wanted to draft a replacement. This past Thursday, the Associated Press reported that a state House panel approved such a measure, which will now move to the House floor for consideration, although the debate over replacing P.A. 4 will likely continue into 2013.
